I have tried restarting my laptop and redownloading the software, but I get the same error.
The version I am trying to install is the latest one I can see: Gomboc-9-20231113.zip. I have also verified the MD5 checksum, which is correct.
Could you help me with this problem?

You are trying to launch the latest Gomboc Designer, which is correct.
This DLL is also known as the C/C++ OpenMP Runtime DLL. So it seems to be part of the visual studio Runtime.
You can try to download the vc_redist.x64.exe (Gomboc is 64 bit) from here and reboot your PC.
